Kaohsiung Mass Rapid Transit Bureau held its “Kaohsiung Metro Y15 Station Land Development Project” Integrity Platform Inaugural Conference and Investment Symposium this morning (SEP 18^th). A team led by Vice Mayor Charles Lin, and Secretary-General Sun Chih-yuan of the Agency Against Corruption, Ministry of Justice, Chief Prosecutor Hung Hsin-Hsu of the Taiwan Kaohsiung District Prosecutors Office, Chief Prosecutor Chang Chun-Hui of the Taiwan Ciaotou District Prosecutors Office, Director Liu Chun-Chieh of the Southern Investigation Office, Agency Against Corruption, Ministry of Justice, and Director Hsiao Hung-Chin of Transparency International Chinese Taipei(TICT) who all jointly established the Integrity platform, hoping to assist in successfully promoting this project through fair, impartial, and transparent investment procedures. The Kaohsiung Metro Yellow Line Y15 Station Land Development Project, in conjunction with the national policy of “Asia New Bay Area 2.0-Intelligent Technology Innovation Park Promotion Plan,” has launched the first Kaohsiung Metro Joint Development Project. At the venue, over twenty vendors diligently registered and gained insight into the development content of this project.

During his address, Vice Mayor Lin Chin-jung stated that the investment project was formally announced on August 14 to solicit investors. The development base is centrally located within the Asia New Bay Area 5G AIoT Innovation Park , a national piece of infrastructure. Moreover, it is the hub where the Kaohsiung Metro Yellow Line and the Light Rail Station converge. It is located close to the Kaohsiung Port Cruise Terminal and at the border crossing, and it provides easy access to Kaohsiung International Airport. The base has a transport advantage on land, sea, and in the air. Moreover, Asia New Bay Area 2.0 will play a crucial role in Kaohsiung's transformation under the direction of the central government's policy. In relation to Asia New Bay Area 2.0-related investment incentives and the reasonable setting of a 30% landowner distribution ratio, it is anticipated that investors from the financial and technology sectors will evaluate the possibility of entering and establishing a headquarters and R&D center.

Secretary-General Sun Chih-yuan of the Agency Against Corruption, Ministry of Justice said during his address that Taiwan has consecutively ranked 25th in the world for two years in the Corruption Perception Index (CPI) in 2021 and 2022, the best result over the years, demonstrating the world’s recognition of Taiwan’s anti-corruption efforts. The Agency Against Corruption, Ministry of Justice has since 2022 successively assisted Kaohsiung Mass Rapid Transit in establishing the “Kaohsiung Metro Orange Line O10 Station Land Development Project” and “Kaohsiung Metro Orange Line O13 Dadong Station Land Development Project” Anti-corruption Platform. On the other hand, the development base of the “Kaohsiung Metro Yellow Line Y15 Station Land Development Project” Anti-corruption Platform established today is situated in the Asia New Bay Area, close to the Kaohsiung Kaohsiung Port Cruise Terminal, Kaohsiung Software Technology Park, Sanduo Shopping District, and other areas. Through the sixth partnership with the Kaohsiung City Government, the anti-corruption platform, a vital piece of infrastructure in Kaohsiung, was established. Through the anti-corruption platform, collaboration between administrative and judicial agencies will be facilitated. It is anticipated that, by adhering to the anti-corruption strategic direction of “inter-agency collaboration, public-private cooperation, administrative transparency, and public oversight,” this development project will be completed on time and with the anticipated level of quality, thereby providing benefits for the city's vast majority of residents.

Director-general Wu Yi-Lung of Kaohsiung Mass Rapid Transit stated that this development base benefits from a dual MRT, with two Y15 exits and entrances on the base. In the future, it can quickly connect to the Kaohsiung Metro Zuoying Station, Taiwan Railway Kaohsiung Station, and Kaohsiung International Airport through the Kaohsiung Metro. Moreover, with the support of the Asia New Bay Area 2.0 policy, enterprise operation headquarters, offices, malls, and other commercial facilities must be planned appropriately. It is anticipated that private investment will exceed NT$11.5 billion, resulting in the creation of at least 800 jobs. Domestic and foreign investors are encouraged to collaborate with the city government to usher in a new era of Asia New Bay Area in Kaohsiung.

According to Kaohsiung Mass Rapid Transit, the Y15 Station's land development area is 3,433 pings (11,346 square meters). The urban planning zone is designated land for the Specific Trade Zone (2) (building coverage ratio of 60%, floor area ratio of 630%). To encourage business headquarters to enter the Asia New Bay Area, applicants for the development project must first obtain a review certification letter from the Enterprise Headquarters from the Asia New Bay Area Review Meeting (submit an application letter to the Economic Development Bureau of Kaohsiung City Government by November 6 of this year) in accordance with the “Operational Guidelines for Kaohsiung City Government to Encourage Enterprise Headquarters to Enter Asia New Bay Area.” In addition, this project's urban planning stipulates that relevant strategic industrialists are eligible for a 20% floor area incentive, which is fully acquired by investors. In reference to the recent joint development project and government-run urban renewal projects, the regulations on application terms and qualifications have been relaxed to encourage more investors to participate in this development project, thereby contributing to the new prosperity of Asia New Bay Area.

In the second half of this year, this is the most anticipated project for Kaohsiung City in the Asia New Bay Area. It has excellent conditions for development focused on public transportation.
