First Section of Diaphragm Wall for Siaogang-Linyuan Line Ventilation Shaft Breaks Ground

Following the awarding of the first-phase civil engineering turnkey contract for the Siaogang-Linyuan Line's RLC01 project at the end of 2023, the contractor, RSEA Engineering Corporation, has been actively engaged in detailed design and preparatory work. After a year of dedicated efforts, and with oversight and support from various regulatory bodies, project management, and supervisory consultants, Kaohsiung City Government's Mass Rapid Transit Bureau Director-General Wu Jia-Chang led a groundbreaking and blessing ceremony today (December 25) at the RLC01 construction site on Yanhai 3rd Road for the first diaphragm wall unit of the ventilation shaft. This event marks a significant milestone in ensuring the successful and smooth progression of the MRT construction project.

Director-General Wu emphasized that civil engineering is the foundation of any MRT construction project. Moving forward, the installation of electromechanical and trackwork packages will follow in sequence. He highlighted that today’s groundbreaking for the first diaphragm wall unit is the earliest construction launch among all turnkey contracts initiated in the past two years. This milestone holds great significance, signaling to the public that construction work for the Siaogang-Linyuan Line is truly in motion!

Director-General Wu further noted that the total budget for the Siaogang-Linyuan Line RLC01 contract amounts to NT$27.575 billion. The construction along Provincial Highway 17 presents significant engineering challenges, including traffic management and petrochemical pipeline coordination. Additionally, the project site features Taipower high-voltage transmission towers, requiring stringent safety measures. To address this, the turnkey contractor, RSEA Engineering Corporation, has implemented an AI Smart Impact Monitoring System (electronic fencing) to enhance safety management. This system automatically triggers an alarm whenever construction equipment enters Taipower’s restricted zones, serving as an advanced worksite safety mechanism unique to this project.

The Bureau is confident that the turnkey contractor, RSEA Engineering Corporation, will maintain the highest standards of professionalism and commitment, executing the project with precision and diligence. Under the rigorous oversight and guidance of the project management and supervision teams, the entire MRT construction team is encouraged to dedicate themselves fully to the project, tackling challenges with expertise and determination. With a shared vision, the collective goal is to complete the MRT project on schedule and to the highest quality standards, fostering the sustainable development of southern Kaohsiung.
