Re-announcement of Tendering for the KMRT Gangshan Extension Line RKC02 Civil Construction and Rail Subcontracting Turnkey Project--Striving for Commencement of the Construction before the end of 2027

The scope of civil engineering and rail works in Phase 2A of the Gongshan Extension Line of KMRT starts at the first stage of the Gongshan Station. Northward, excluded the Gongshan Station, it is through National Gongshan Agricultural & Industrial Vocational Senior High School (RK2), Benjhou Industrial Park (RK3), Southern Taiwan Science Park (RK4), Gao Yuan University of Science and Technology (RK5), South Lujhu (RK6), about 7.75 km long. Phase 2B is a follow-up expansion, covering a length of approximately 3.87 km from Lujhu Station (RK7) to Dahu Station (RK8). The whole line adopts elevated installations, with a total length of about 11.62 km.

The online bidding for the KMRT-RKC02 Civil Construction and Rail Subcontracting Turnkey Project (The budget amounted to NT$8,451 billion and the subsequent expansion of Phase 2B was NT$5,635 billion) was announced on August 16, 2021. On September 28, KMRT Bureau opened the tenders of qualification but failed because no suppliers participated in the tendering. After a review of the reasons, it was found that the outbreak of Covid-19 has caused the prices of domestic raw materials and bulk commodities to soar since last year. Labor cost, tools and raw materials have risen sharply so that the contract budget was far out of line with the estimated amount in the market. Meanwhile, overseas Taiwanese entrepreneurs have actively returned to invest in the construction of factories. It has boosted a large number of manpower demand and caused a crowding effect, resulting in a general shortage labor in the construction industry.

The Council Bureau considered the fact that there is the lack of labor and the soaring of raw materials in the market. The budget has been adjusted to reflect the market price after the meeting with the basic design department to re-plot the tender strategy and to review the tender documents. The turnkey project has been re-announced on November 10 on the Internet. The bidding period is forty days, and the qualification bid will be opened on December 21. It is expected to conduct evaluations in early January of next (2022) year, and commence construction will start in early February. The second phase A of the Gongshan Extension RK2-RK6 will be open to traffic at the end of the year 2027 to reach the goal of operations. The Council hereby hopes that the industries could fully cooperate with the government, and it welcomes them to bid actively, making effort jointly for the development of urban transportation and industry in Kaohsiung City.

The KMRT-RKC02 Civil Construction and Rail Subcontracting Turnkey Project includes civil engineering, structure, land, soil and water conservation, architecture, landscape, signs, land development and cooperation projects, environmental protection, elevators, escalators, hydropower, fire protection, machinery, environmental control, LESS (including RK1 standard) system, other civil and electromechanical works, and also covers the rail engineering and coordination of interface work within the scope.

Gongshan Extension Line passes through major industrial parks, such as Southern Taiwan Science Park, Gongshan Benjhou Industrial Park and Yongan Industrial Park. It can directly connect to Red Line of KMRT as well as TSMC’s new future plant site. It is even the most important piece of the puzzle in Kaohsiung Semiconductor S Gallery. Looking forward to the formation of the southern semiconductor industry cluster in Kaohsiung City, it symbolizes that Kaohsiung’s industry is moving towards high value and deepening industrial development. Semiconductor industry will boost urban-industrial development, create more job opportunities for Kaohsiung City, and accelerate the transformation of the city and industry.
