The "Light Rail Transit Loop Line Planning Report" was completed in March, 2001. Its detailed is as follows:

1.The "Preliminary Report", "Comprehensive Planning Report" and "Financial Report" are sent to the Ministry of Transportation and Communications on December 26, 2001.

2.Revised versions of the "Preliminary Report" and the "Comprehensive Planning Report" are made available on December 30, 2002.

3.The Public Construction Commission holds a conference on October 16, 2003 regarding construction expense issues and the feasibility of private participation. Some financial parameters require adjustment.

4.The Council for Economic Planning and Development (CEPD) holds a discussion meeting on October 23, 2003 and agrees that the revised "Preliminary Planning Report" should be passed directly to the CEPD for their approval. As a result, the Kaohsiung Mass Rapid Transit passes the revised "Preliminary Planning Report" directly to the CEPD on November 25, 2003.

5.On December 29, 2003, the CEPD agrees in principle that this project would be implemented using the Build-Operate-Transfer - (BOT) Model.

6.On January 14, 2004, the Executive Yuan approves the Project for implementation within the private sector. Total construction costs are approved at NT$13.334 billion (US$404.06 million) with a self-liquidating ratio of 67.16%. At present, the Project is listed as the Taiwan North-Central-South Rapid Transit Project of the "Ten New Major Construction Programs" initiative slated previously by the Executive Yuan.

7.The Council for Economic Planning and Development (CEPD) holds a discussion meeting November 22, 2007, agrees the "Comprehensive Planning Report" and the upper limit of subsidized fund allocated from central government is 75%. The "Preliminary Report" should be passed to Public Construction Commission for their confirmation on financial program, also the construction cost sharing between central government, local government and private participant.

8.On December 12, 2007, the Executive Yuan provides a letter of approval for "Comprehensive Planning Report". At the same time, according to the review results of CEPD, passes the “Promotion of Private Participation in Infrastructure Projects' Preliminary Report" to Public Construction Commission for their commentary.

9.On February 4, 2008, the Public Construction Commission holds a conference. As the rises of construction fees are in reasonable margins, they incorporate the review comments to "Preliminary Report" and "Comprehensive Planning Report", then report to the Executive Yuan for their approval.

10.On February 26, 2008, the Ministry of Transportation and Communications delivers the "Preliminary Report" and "Comprehensive Planning Report" to Executive Yuan, revises these two reports according to the review results of Public Construction Commission holds on February 4, 2008

11.On March 20, 2008, the Executive Yuan agrees in principal the NT$ 12.201 billion design budget proposed by Kaoshiung City Government, will 75% subsidized by central government, with upper limit of NT$ 4.409 billion.
