1.The operational transportation system should foster development of large-scale public and private works along the entire route, including a Multi-purpose Business Park, the Kaohsiung Depot of the Taiwan Railway Administration (TRA), the environs of the Kaohsiung Station, the President Shopping Mall location, the Taisugar land development project in the vicinity of the Kaohsiung Harbor area, etc.

2.It will form a mass transportation nexus that will assist in increasing total system ridership, promote industrial development, provide job opportunity, and keep sustainable economic development for years to come

3.It will improve the overall prospective investment climate, so as to accelerate potential investment and facilitate the economic growth.

4.It will integrate the current transportation and passenger transfer network in Metro- Kaohsiung and upgrade the quality of service through minimal adverse impact to open urban spaces and developed landscaping projects.
